Vial reorder targets N months of coverage. PKG reorder targets N × PKG-cycles-ahead months — so one PKG order covers multiple vial cycles (PKG has a longer lead time). Pending orders (both vial + PKG) are subtracted from the suggested reorder qty. Labelled/Packed/3PL vials count as "PKG demand already satisfied" since PKG was burned at labelling.
